Hughes FleetGuard Compliance does not act as a Transport Manager and does not take operational control of any operator's licence.
We provide monitoring, analysis, alerts, and professional review to help restricted licence holders actively manage their own compliance.
The licence holder remains fully responsible for compliance at all times.
What We Do
- Monitor compliance data continuously using automated systems
- Review compliance trends and signals through CPC-qualified transport professionals
- Provide early-warning alerts when risks are identified
- Offer professional insight and recommendations
- Supply compliance tools, templates, and documentation systems
What We Do NOT Do
- Act as your appointed Transport Manager
- Make operational decisions on your behalf
- Take control of compliance responsibilities
- Replace the operator's legal obligations
- Act as an External Transport Manager
Operator Responsibilities
All restricted O-License holders using our service remain responsible for:
- All compliance decisions and implementations
- Operating within the terms of their O-License
- Maintaining vehicles to roadworthy standards
- Ensuring drivers have valid licenses and qualifications
- Responding to DVSA requests and requirements
- Meeting all Traffic Commissioner undertakings
Our service is designed to support active management by the licence holder - not to replace it.
Alignment With Restricted Licence Requirements
Restricted O-Licenses are designed for operators carrying their own goods in connection with their own trade or business. Restricted operators must maintain active control of their operations.
Hughes FleetGuard Compliance supports this model by providing the tools, monitoring, and professional insight that help operators maintain control effectively - without delegating responsibility.

Our team includes CPC-qualified transport professionals who review compliance data as part of our internal quality assurance process. These professionals:
- Are employed by Hughes FleetGuard Compliance
- Review data to identify risks and provide recommendations
- Do not act as appointed Transport Managers for clients

Traffic Commissioner & DVSA Engagement
If DVSA or the Traffic Commissioner contact any of our clients, we:
- Provide guidance on appropriate responses (where permitted)
- Clarify our role as a monitoring and assurance service
- Confirm the operator retains full responsibility
- Cooperate fully with regulatory authorities
